The UPSC Cadre Allocation 2024–25 has been officially released by the Department of Personnel and Training (DoPT) on 7 December 2025. This much-awaited announcement applies to candidates who qualified for the Indian Administrative Service (IAS) through the UPSC Civil Services Examination 2024.

Insider–Outsider Rule in UPSC Cadre Allocation

To maintain administrative neutrality and national integration, the IAS cadre system follows a strict 2:1 Outsider–Insider ratio.

Important Rules

  • Only 33.3% officers in a cadre can be Insiders
     
  • 66.7% officers must be Outsiders
     
  • Insider allotment is possible only if the candidate gives first preference to their home-state zone
     
  • High rank does not guarantee home cadre due to vacancy limits
